2000–Present           City of Carson, California

GIS Administrator – City Manager’s Workgroup

Develop cutting-edge programs throughout the city using geographic information systems (GIS), including some of the first Internet GIS applications in the Los Angeles region

Direct creation of a new city Web site and established Web site for the South Bay Cities Council of Governments

Senior member of the Professional Association negotiating team

Coordinate activities with the South Bay Economic Development Partnership, including development of industry cluster data in the region

Chair the GIS Working Group of the Council of Governments, representing the city’s needs in the areas of transportation, information technology and livable communities

Present projects and programs to the Council members of the fifteen South Bay Cities

Conduct special projects for the city manager, such as the recently completed class and compensation survey for all city positions

 

1995-2000

Administrative Analyst (Engineering and Public Safety Departments)

Established the city’s GIS program, procuring equipment and data and hiring staff

Developed $150 million capital improvement program involving streets, storm drains, street lighting, medians, parks and other infrastructure

Responsible for administrative operations of the department

Coordinated programs between city staff and the Sheriff’s Department

Led creation of a new city collective bargaining unit at the request of management

Acted as department director in the director's absence

 

1991-1995

Assistant Planner

Appointed acting information services manager by the city manager, leading $1.7 million project to automate city operations, with the implementation of personal computers, a computer network, new financial systems, and replacement of the city’s telephone system

Handled a variety of planning and redevelopment cases, including residential, industrial and commercial projects, working with developers and other agencies. Examples of projects are the Avalon Courtyard senior housing development, Pacific Bell maintenance yard, and the South Bay Recreation Center

Responsible for the city’s Community Development Block Grant Program (CDBG), including preparation of the city’s Comprehensive Housing Affordability Strategy and Consolidated Plan

Staffed the Planning Commission and Citywide Advisory Committee

 

1987-1991

Administrative Program Specialist

Assistant to the City Administrator

Responsible for preparation of $28 million general fund budget

Reviewed and approved all reports to the Mayor and City Council

Served as the city’s legislative analyst, reviewing state legislation, preparing city position statements and lobbying for the city’s views

Represented management in labor negotiations

Compiled salary survey data and developed recommended salary levels for all positions citywide

Worked with the Mayor and City Council on a daily basis, including writing all of the Council’s correspondence

Staffed the Human Relations Commission
